Business Park and the first tenants moved in earlier this summer (2001).
Wild about Shuttleworth Mead
Burnley Borough
Councillors, council officers and Shuttleworth Mead residents committee
were recently invited to tour Shuttleworth Mead Business Park to
see first hand the latest developments in the ongoing environmental
enhancement of the Business Park.
Led by Mr David
Goodger, of Chartered Engineers David Goodger and Associates, the
interesting and informative tours provided an insight into the management
of the existing flora and fauna and explored the creation of the
new habitats.
The development
of Shuttleworth Mead Business Park, a former brownfield site, serves
as a first class example of environmental 'best practice'. The developers,
Ribble Industrial Estates Ltd, have demonstrated an innovative approach
to the future management of semi-natural habitats.
Councillor Stephen
Wolski, Chair of the Regeneration Committee, said "Not only does
Shuttleworth Mead Business Park occupy such a strategic location,
it is an excellent example of how the environment and industry can
live side by side."
The early establishment
of a Wildlife and Environment group on the site has contributed
to the development of an environmental plan for the Business Park.
This group has included representatives from Burnley Borough Council
Planning Services, Groundwork East Lancs, the Environment Agency,
Gawthorpe Environmental Movement, Lancashire Wildlife Trust and
Lancashire County Council. In addition this working group calls
upon other environmental specialists and agencies to conduct detailed
surveys concerning particular aspects of the site and thus progress
the works in the most environmentally friendly manner.
The ongoing
programme of support and maintenance of the existing habitats of
broad-leaved woodland, semi-improved grassland, tall swamp, shrub
and open water are well advanced. Further long-term schemes of environmental
enhancement are currently being developed.
Early last summer,
Gawthorpe Environmental Movement strategically placed three seed
boxes on site, utilising over 29 species of wildflowers present,
some of which are unusual in East Lancashire. The wind-blown seeds
have now started to form an attractive display across the site.
In addition, over the next twelve months, some 15,000 wildflowers
will be planted on the site. Some of these will be relocated from
existing habitats on the Business Park, including over 400 kidney
vetch plants, which are being repositioned on ash verges alongside
the roadway, and over 600 orchids which have been moved from the
Massey Tankers site and replanted.
The original
holding pond for the Power Station has been re-vitalised and the
creation of two further wildlife ponds will provide habitat for
various mammals and amphibians, including newts and sand martins.
The surrounding ground cover of scrub and willow offers shelter
to small mammals and birds and an attempt is being made to attract
owls and kingfishers to the area.
The tree fringe
of naturally regenerating woodland has many native species and will
be further supplemented to provide a good landscape and wildlife
fringe to the site offering cover for a variety of species. The
site is already home to badgers and often visited by deer.
Future plans
will create further rough grassland corridors that are the favoured
habitat of voles, mice and shrews, and the usual prey of Barn Owls.
The visitors saw examples of boxes and posts that are being provided
to further attract these birds together with the Little Owl and
a variety of different nest boxes to attract small birds such as
sparrow, swallow and house martin. A further habitat will be created
from a 'cave' area that will hopefully attract bats.
The Environment
Agency have plans to redevelop the weir and implement a Canoe/salmon
run which will offer locals and visitors alike a facility which
is unique in the UK on the adjacent River Calder which is now sufficiently
clean to support salmon for the first time in more than 30 years.
The full effect
of all this hard work will not be seen until 2003 when plans are
completed, plants have had a chance to establish themselves and
the main development work has ceased.
Wildlife
is 'deer' to Shuttleworth Mead
Ribble Industrial
Estates Ltd, developers and owners of Burnley's premier business
park, Shuttleworth Mead in Padiham, have today issued a strong warning
to would-be poachers, saying 'They will be prosecuted'.
Burnley Borough
Council Project Manager, Lyn Hammond said that her team had received
reports that deer, rabbits and ducks had been shot within the boundary
of the site over the past few weeks. 'Shuttleworth Mead Business
Park has an Environment and Wildlife Group that meets regularly
with the aim to preserve, protect and increase the natural resources
of the area,' said Lyn. 'We are appalled that someone thinks they
can simply walk on to this site and start killing the animals. I
have brought this matter to the attention of the developers and
they have given very clear instructions that poaching and wanton
destruction will not be tolerated.'
Ken Ingham,
Managing Director of Ribble Industrial Estates Ltd said, 'Our policy
is to prosecute anyone caught poaching on this site. All the wild
animals on both sides of the river Calder by Shuttleworth Mead come
under our protection, and the fishing rights are also owned by Ribble
Industrial Estates Ltd.'
Lyn Hammond
is asking for local residents to be extra vigilant, especially in
the evenings and during the weekend. Any gun-shots that they hear
coming from the site should be logged with date and time and reported
to one of her team on 01282 477318. On no account should any member
of the public attempt to tackle this poacher, as it is believed
that a shotgun is being used.
Lyn added, 'I
have informed the Police about this matter and the developers are
following the advice given, but many people are very angry over
this situation, and rightly so. A small group of us have been working
very hard for the past 18months to establish a Business Park that
works with, and not against our environment. Recent weeks have seen
several environmental tours take place, and we have been justifiably
proud of what we have achieved to date. In order to clarify the
developers position, I have arranged for notices to be displayed
around the site and consulted with the occupiers who will also be
keeping their eyes open and reporting back any suspicious circumstances.'

MASSEY MOVE IN
Specialist road tanker designer and manufacturer
Massey Tankers Ltd are the latest company to move to Shuttleworth
Mead Business Park in Padiham.
A workforce of 60 has transferred with the company
from Clitheroe and the move will create at least
Councillor Stephen Wolski said, "I welcome Massey
Tankers decision to relocate their business to Shuttleworth Mead
Business Park from Clitheroe. It shows the quality of the estate
in bringing in another first class manufacturing company."
Work began on the new premises last October and the company moved
at the end of May to their new state of the art facility offering
3572 sq metres (38,500 sq ft) of high quality workshop and office
accommodation.
Quality local builders, Barnfield Construction Ltd, have been contracted
to the Park for all construction works to ensure that bespoke developments
can be delivered to a very high standard within tight deadlines.
The builders were chosen due to their experience in offering hi-specification
design and build solutions locally for more than 25 years.
The award of a grant through Burnley Council's Economic Development
Unit 'Unlocking Investment Programme', has supported the construction
of the new building and investment in the latest manufacturing plant
and machinery.
Managing director Mr Keith Brown says, "The new factory will certainly
provide staff with a better working environment. We have more floor
space and an ideal layout with improved equipment.
The access to the building and to the motorway network is much improved
and we are positioned to recruit skilled personnel from a wider
catchment area. These factors will improve our manufacturing efficiency
and ensure that we continue to offer a competitive, quality service
as orders increase."
"We are delighted to have had the councils support in our relocation.
The financial support provided by Burnley's 'Unlocking Investment
Programme' has allowed us to choose a building and equipment that
enable us to maintain our competitiveness and will lead to the creation
of twenty new jobs." said Keith Brown.
Formed in 1994, Massey Tankers is a growing and innovative company
able to draw on many years experience as many of the personnel came
from the long established Milk Marketing Board. They have supplied
road tankers for the milk and edible products industry since their
creation. Long time customers include Express Dairies and an expansion
in their range to include fuel tankers has resulted in contracts
from companies whose end users include British Airways, Tarmac and
Jarvis Construction.
The successful development of the company over the last six years
has led to their relocation to this prestigious new Business Park
with a building specifically tailored to their requirements.
The developers Ribble Industrial Estates Ltd report that the remaining
units on Shuttleworth Mead Business Park are being snapped up and
numerous enquiries are being held on file.

ARTWORK
WINNERS PRIZEGIVING
The winners
of a competition to design a public artwork theme for Shuttleworth
Mead Business Park were presented with their prizes by His Worship
the Mayor of Burnley, Councillor Rafique Malik, during the launch
of the Business Park on Thursday 29 March.
Members of
the public were asked to vote for their favourite entry when the
work went on display at Padiham Town Hall. The quality of the entries
was of such a high standard that subsequently three entrants have
shared in the £2000 prize money.
Burnley College
students, Victoria Diggle, Sarah Plumb and Suzanne Gould submitted
a joint entry. They have proposed a threefold theme entitled 'Industry
of Many Forms' with a trail around the site using the environment
as a theme, a series of signposts through the Business Park using
signpost 'ladders', interwoven with bees (from Burnley's 'coat of
arms') and with climbing figures symbolising success and industry.
Lastly the students have proposed a fountain, which would comprise
of interlocking pieces, portraying the links that both business
and the environment have in the Park.
A sundial was
the primary feature in work submitted by local resident Glen Stinton.
Glen proposed a theme that combined the old with the new, incorporating
a base in the form of a compact disc with a weavers shuttle for
the dial.
The final joint
winner, Malcolm Halliwell, proposed a highly sculptural and contemporary
design that would see a piece of public artwork described as a hexagon
shuttle, largely decorative but again used as signposting to link
areas of the Business Park and guide visitors around the site.
The developers
will now consider various elements of all the winning design ideas
to create a public artwork scheme for Shuttleworth Mead Business
Park. The winning entrants will work with the developers over the
next two years to see their ideas become a reality.

LAUNCH
EVENT A GREAT SUCCESS
The Right Honourable Mr Richard Caborn, MP, officially
opened Shuttleworth Mead Business Park in Padiham last Thursday
29 March during a day judged a resounding success by the organisers.
Local residents,
VIP's and business guests from East Lancashire and beyond, came
in their hundreds to support the launch and enjoy all the activities
and events on offer, together with a superb opening ceremony.
The launch
was held in a large unit on the site, which was transformed for
the day into an exhibition centre. A packed programme of fun activities
including laser clay shooting, archery and target golf challenged
the visitors whilst strolling artists provided varied entertainment.
The day also
included an exhibition of over 45 organisations, many of whom gave
seminar presentations on their activities and services.
A series of
guided mini bus tours took visitors around the site providing information
about the available properties and the innovative environmental
policies.
A dramatic
sound and light spectacular preceded the opening ceremony and a
specially commissioned video sequence featured footage of the demolition
of the old Padiham Power station and showed the emergence of the
new 21st century Business Park rising from the dust.
Mr Caborn was
welcomed by Councillor Stuart Caddy, Leader of Burnley Borough Council,
who said, "There have been many dedicated people involved in creating
this Business Park and they are to be thanked for providing an area
that is a credit to the Borough.
The Shuttleworth
Mead Business Park can be looked upon as a blueprint for the future
- highlighting how co-operation between public and private sectors
can play a significant part in the future development of brown field
sites.
" In performing
the opening ceremony Mr Caborn presented Mr Tim Webber, Director
of Ribble Industrial Estates Ltd, with a plaque which will be displayed
at the entrance to the Park to commemorate the day.
Mr Caborn said,
"I am delighted to officially open this superb business park, which
reflects great credit on both the developers, Ribble Industrial
Estates, and Burnley Council. It is a first class example of public-private
partnership working for regional and local economic benefit, with
UK and European funding from the North West Development Agency and
the European Economic Development Fund.
I wish every
success to the enterprising companies that have already located
to Shuttleworth Mead, and to the many more who I am sure will be
joining them.

Artwork Winners
Announced
The votes have
been cast; the judges have studied the shortlisted entries and the
winners have been announced. Such was the quality of the entries
to the public artwork competition launched by Ribble Industrial
Estates Ltd that the judges have been unable to pick one overall
winner.
The competition
to design a public artwork scheme, to enhance Shuttleworth Mead
Business Park, attracted entries from all ages and from across East
Lancashire.
The shortlisted
artwork was on display to the public at Padiham Town Hall during
February and early this month the panel of judges made their final
decision.
Five winners
will share in the £2000 prize money and will work with the developers
of the Business Park over the next two years to see their ideas
become reality.
His Worship
the Mayor of Burnley (Councilor Rafique Malik) will perform the
prize giving ceremony at 12 noon at the Shuttleworth Mead Business
Park during the site's Launch on Thursday 29 March.
The winners
are - three art students from Burnley College, who submitted a joint
entry, Suzanne Gould, Victoria Diggle and Sarah Plumb; a local Burnley
artist, Malcolm Halliwell and Padiham resident Glen Stinton.

The countdown

Artwork Competition - short-listed entries go on display
Members of
the public are invited to come along and vote for their favourite
public artwork design at Padiham Town Hall this month.
Dozens of entries
were received for the artwork competition launched last summer by
Ribble Industrial Estates Ltd, owner of Shuttleworth Mead Business
Park in Padiham, and the short-listed designs are now on view.
This challenging
competition asked entrants to come up with an original idea that
would consider the history of the site, take account of the owners'
commitment to environmental enhancement and yet portray the Park
as a modern location for 21st century business.
The designs
had to be more than just a one-off piece of artwork, but more a
design concept for an artwork scheme with several features, allowing
for an artwork that could flow through the Park.
Shuttleworth
Mead is one of the region's newest premier business locations and
the owners are committed to the development of a pleasant and stimulating
location for occupiers, their employees and the local community.
The response
was enthusiastic and talented local artists were keen to make their
mark in the local community and upon the local area. With £2000
prize money up for grabs the competition attracted some excellent
entries.
The difficult
task of short-listing the entrants now complete, the exhibition
will be on display in the foyer at Padiham Town Hall throughout
February, so that the public can see the designs and have their
say. Open daily Monday to Friday from 10am to 4.30pm, Thursday 10am
to 5.45pm.

EMPLOYMENT BROUGHT TO EAST LANCASHIRE IN COMPANIES' NEW TRAINING
INITIATIVE
With a proposal to meet the workforce demand which will be created
by the new Shuttleworth Mead Business Park, Burnley College in a
joint venture with Burnley Borough Council, New Era Enterprises
and the Park, has successfully won a bid for funds from the European
Social Fund to provide training and support to the unemployed in
East Lancashire.
The initiative
aims to provide training to match the skills required by new businesses
moving to the region's new premier business site. Located at junction
8 of the M65, and within ½ mile of the local motorway network, the
73-acre Shuttleworth Mead site will create up to 1000 new jobs on
completion and through the new scheme, support the training of local
people to potentially fill the newly created positions.
With companies
such as Supanet moving to the Park, the employment potential of
the site is now being realised to the community's benefit. Says
Ken Ingham, Managing Director of Ribble Industrial Estates Ltd,
the Business Park owners: "The new scheme will vastly improve the
prospects of sustainable employment for many out of work people
in the area with specific training for specific jobs being offered."
The training
will range from basic skills up to NVQ level 4 with courses being
as varied as basic computer literacy and information technology,
to fork lift truck driving. Says Margaret Borsey, Project Manager
from Burnley College, "The courses are tailor made to respond to
the changing employment climate in the region. Shuttleworth Mead
has provided a great opportunity for the community to increase employment
levels and this new scheme will go a long way to achieve this."
The focus of
the scheme will mainly be on the Community Economic Development
areas (CED) with emphasis on the inner wards of Burnley such as
Stoneyhome, Daneshouse, Trinity, Coalclough, Barkley, Burnley Wood
and Brunshaw being the central areas to which the new inititive
will be promoted.

PADIHAM FOOTBALL CLUB SCORES SPONSORSHIP DEAL WITH SHUTTLEWORTH MEAD
BUSINESS PARK

With this year's football season about to kick off,
Padiham Football Club is already a goal up on its opponents thanks
to a match winning sponsorship deal with the region's newest premier
business location, Shuttleworth Mead Business Park, which is located
at junction 8 of the M65, on the outskirts of Padiham.
With environmental
and community art projects already underway at Shuttleworth Mead,
Padiham Football Club is sure to be well supported by the Business
Park who's name has been associated with the area for over 800 years.
Last season,
Padiham Football Club won the West Lancashire Football League Division
One Championship and the Bob Emmett Cup, but face a much tougher
challenge this season after rejoining the North West Counties Football
League.

RIBBLE INDUSTRIAL ESTATES PLANTS ENVIRONMENTAL ROOTS AT SHUTTLEWORTH
MEAD

An environmental project set up by Ribble Industrial Estates Ltd at
Shuttleworth Mead, its new 73 acre Business Park in Padiham, means
the site will not only create up to 1000 new jobs on completion but
also preserve and encourage new wildlife in the area.
Ken Ingham,
managing director of Ribble Industrial Estates, comments: "We are
looking to preserve over 20 acres of land at the Business Park for
sustainable greenery and wildlife conservation. This latest project
incorporates six large wild flower and plant boxes strategically
placed around the site. These nectar plants for butterflies and
broad-leaved plants for egg-laying and caterpillar food should not
only preserve wildlife on site but encourage a return of species
back to the area."
Assessments
of the effectiveness of the new Ribble Industrial Estates measures
are ongoing. Plant surveys and nature observation have shown new
butterfly eggs and different species of birds becoming more abundant
in the targeted areas. Current wildlife on the site also includes
foxes, weasels and roe deer as well as several species of butterfly.
Certain plants
in danger of being damaged have also, under the new scheme, been
transplanted to another more suitable area of the site according
to nature expert Steven Taylor from Gawthorpe Environmentalists
who has been working on this project.
With future
plans for cycle paths and a two acre section for ponds and wildlife,
Ken Ingham says: "We want to landscape a practical business area
within a natural environment and still focus on encouraging wildlife
and conservation on site."
Located at junction
8 of the M65, Shuttleworth Mead is Burnley's newest premier site
offering industrial units on a design and build basis, which is
co-ordinated via dedicated local construction company, Barnfield
Construction. The site also offers high quality industrial units
and offices which will be available to rent from January.

CALLING ALL ARTISTS FOR SHUTTLEWORTH MEAD COMPETITION
Ribble Industrial Estates Ltd, owner of Shuttleworth
Mead Business Park in Padiham, Burnley, has launched an exciting
Artwork Project in a quest to discover the cream of local artistic
talent. Members of the public are invited to don their smocks, take
up their paintbrushes and enter a challenging competition to create
a concept of themed artwork designed to enhance the 73 acre Park
and have the opportunity of winning £2000.00 in prize money.
Shuttleworth
Mead is one of the region's newest premier business locations situated
adjacent to the River Calder and surrounding countryside within
½ mile of the local motorway network. With over 20 acres of the
Business Park being dedicated to sustainable greenery, the owners
are committed to enhancing large areas of the environment , with
plans for cycle paths and a two acre section for ponds and wildlife.
The launch of
this public artwork competition is yet another step in the development
of a pleasant and stimulating location for occupiers, their employees
and the local community. The winner should see their design's become
a reality within two - three years.
Burnley College
is already involved in this ambitious project with advanced GNVQ
art and design students working in groups to create eight competition
entries. Says Paula McNutt who is co-ordinating the project at the
College: "It is great to be able to give students a live project
to work on as it requires them to work to a challenging brief and
to meet real deadlines. This is an excellent education for their
working life and also increases their enthusiasm in the project
- not to mention the very generous prize of £2000.00."
Says Ken Ingham,
Managing Director of Ribble Industrial Estates Ltd: "We are very
excited about the launch of this project as it is an excellent opportunity
for someone to make their mark in the local community and area.
We aren't just looking for a one off piece of artwork, but a more
strategic design concept that covers the whole Business Park.
It may include
several features positioned at strategic locations such as the entrance
to the Park itself or entrances to each of the businesses. It is
therefore not just about the design, but also having the skill to
visualise how this artwork could flow throughout the Business Park.
"The Shuttleworth
family name has been associated with the area for over 800 years
so there is a lot of potential for the design to relate to local
history, but it is also very important to portray the Park as a
modern and prestigious business location with a quality environment
as befits the new century."
The brief is
for a live commercial project. Ken comments: "Only the highest standard
of design will be chosen for the site with the creator seeing their
concepts become a reality and receiving full acknowledgement of
their work from the wider business community." Shuttleworth Mead
Business Park is supported by the Government's Single Regeneration
Budget.

SHUTTLEWORTH MEAD BUSINESS PARK WELCOMES FIRST 'SUPA' BUSINESS
Supanet, one of the UK's fastest growing internet service
providers will soon begin to operate from its state-of-the-art office
development at Shuttleworth Mead Business Park, Burnley. With construction
already underway on several other new units Shuttleworth Mead is rapidly
gaining a reputation as one of the region's biggest success stories,
which is demonstrated by the status of its first business on site.
Only 18 months
old, Supanet is already one of the top five free internet service
providers and one of a very small number with a telecommunications
license enabling the company to operate its own telephone network
and in the future offer telephone and internet services to consumers
and business.
The 20,000 sq
ft development, which will be known as Communication House, is the
company's new head office and will employ up to 200 people over
the next two years. It will house 3,000 sq ft of servers and will
be the base for Supanet's telecoms centre and corporate hosting
facility.
The company
also has an exclusive relationship with the hugely successful Burnley
based Time Computers. Says Norman Wellington, Chief Executive at
Supanet: "Every Time Computer has Supanet access built into the
machine. The location of Shuttleworth Mead provides us with the
ideal base to continue and develop our trading relationship."
This was not
the only attribute that attracted Supanet to the site. Norman Wellington
continues: "Two of our main business hubs are Leeds and Manchester,
therefore the excellent infrastructure and communications links
offered by Shuttleworth Mead's location were huge factors in our
decision. The offer of a complete building package, from design
through to construction and management was also very compelling."

junction 8 of the M65, Shuttleworth Mead is Burnley's newest premier
site offering quality industrial units on a design and build basis.
The 73 acre Park, which is owned by Ribble Industrial Estates Ltd
and offers a co-ordinated design and build package via dedicated
local construction company, Barnfield Construction.
